Treasury and the IRS proposed regulations that would end federal tax-exempt status for private schools found to engage in racial discrimination in their operations. The rules would cover admissions, scholarships, loans, athletics and other programs, while allowing race-neutral criteria such as income, geography, first-generation status or academic achievement. Officials estimated as many as 18,000 private institutions could be affected.
