Microsoft laid out a Middle East strategy centered initially on Kuwait, Qatar, Saudi Arabia, and the United Arab Emirates. The company plans more than $10 billion in cloud and AI capital and operating expenses through 2030, plus over $400 million for subsea and terrestrial connectivity. Initiatives cover sovereign cloud services, Arabic and multilingual AI, network redundancy, water and energy stewardship, workforce preparation, and AI education. Microsoft framed the program as a long-term regional partnership with governments, businesses, schools, and civil society.
