More than 120 countries have identified stronger institutional capacity to deliver essential public-health functions as a medium- or high-priority area for WHO support. WHO said countries face increasingly complex health threats, tighter budgets, fragmented programs, uneven workforce investment, and reliance on external financing, especially in low- and middle-income countries. The organization argues that stronger public-health systems should connect population-based services with universal health coverage, helping countries prevent illness, promote health, and respond more effectively to emerging threats.
