Open educational resources can be integrated into college courses to make higher education more engaging, accessible, and affordable for students.

The advent of generative artificial intelligence provides instructors with new, more efficient ways to develop and update OER so that these materials stay aligned with evolving trends and course objectives.

Many micro-credentialing courses now use OER, which allows students to develop in-demand skills without paying the high cost of traditional higher education.

The past few years have brought drastic changes to higher education, in both how students learn and how instructors teach. Whether due to increases in remote and hybrid learning during the COVID-19 pandemic or the growing prominence of generative artificial intelligence (GenAI), business educators have had to adapt to change quickly, often without much institutional support.

Even through all this upheaval, textbooks have remained the most popular course material in higher education, according to a survey conducted by the research firm Bay View Analytics. However, increasingly instructors are replacing print materials such as hardcopy textbooks and homework handouts with digital options such as online textbooks and homework assistance platforms. Instructors also have embraced open educational resources (OER). Bay View’s data also show that the percentage of educators using OER as required course materials nearly doubled between the 2019–20 and 2022–23 academic years, from 15 percent to 29 percent.

Creative Commons defines OER as “teaching, learning, and research materials that reside in the public domain or have been released under an open license that permits their free use and re-purposing by others.” Lacking traditional copyright restrictions, these materials permit instructors to engage more easily in the 5 Rs: remixing, retaining, revising, reusing, and redistributing the materials.

These materials offer many benefits for instructors and students, addressing both existing and emerging challenges. But today, the versatility of OER is evolving with the advent of GenAI and the increasing popularity of alternative, skills-based educational paths. The latest developments in OER are allowing instructors and business programs to create and use these resources to make the educational experience more engaging, accessible, and relevant to all learners.

The Challenges of Print

Regardless of institution size or course level, business instructors and students collectively face several common challenges when using traditional print-based course materials:

Cost—Most faculty responding to Bay View’s survey view the cost of educational materials as “a serious problem” for their students. Postsecondary students spend, on average, between 628 USD & 1200 USD annually on textbooks and related resources. In some cases, students have reported that they take fewer classes, withdraw from courses, change their majors, or even drop out of college entirely because they cannot afford required materials. Others have reported that they slip meals or take on additional part-time jobs and shifts at work to afford their textbooks.

Instructors now have more ways than ever to use open materials to mitigate resource limitations and address student skill gaps.

The Future of OER in Higher Education

The Supreme Court is scheduled to urgently hear on May 17 an application alleging inordinate delay in the publication of voter turnout data of the first two phases of polling in the Lok Sabha elections.

Mr. Bhushan had urged for an early hearing by the court in the background of the ongoing elections.

Besides delay in publishing the voter-turnout details, the application said there was a sharp spike in figures from the initial voter turnout percentages released by the Election Commission (EC).

Mr. Bhushan said both these developments, post polling in the initial phases, had raised concerns and public suspicion regarding the accuracy of the data.

The plea has urged the court to direct the EC to disclose authenticated record of voter turnout by uploading on its website scanned legible copies of account of votes recorded at polling stations after each phase of voting in the on-going Lok Sabha elections. Rule 49S and Rule 56C(2) of the Conduct of Election Rules, 1961 require the presiding officer to prepare an account of votes recorded in form 17C (Part I) and the returning officer to record the number of votes in favour of each candidate.

The petition said the voter turnout data for the first two phases of the Lok Sabha elections were published by the EC on April 30, after 11 days of the first phase of polling held on April 19 and four days after the second phase of polling held on April 26.

The data published by the ECI in its April 30 press release showed a sharp increase (by about 5-6%) from the initial percentages announced by it on the polling day.

Initially, on April 19, after the first phase of polling, the EC had issued a press note stating that the tentative figure of voter turnout across 21 States/UTs reported was over 60% as of 7 p.m. Similarly, after the second phase on April 26, the EC had said the turnout was at 60.96%.

“The inordinate delay in the release of final voter turnout data, coupled with the unusually high revision (of over 5%) in the EC press note of April 30 and the absence of disaggregated constituency and polling station figures in absolute numbers, has raised concerns and public suspicion regarding the correctness of the data… These apprehensions must be addressed and put to rest” the petition has said.

Comparing the Israel-Hamas War with World War II, Republican Senator Lindsey Graham said that the US dropping nuclear bombs on Japan to end the war was the "right decision" and Israel should also be given the bombs "they need" to end the war.

Graham, a Republican Senator and a staunch supporter of Israel, criticized US President Joe Biden for pausing the delivery of 3000 heavy bombs to Israel.

During an interview on NBC News on Sunday, Graham said, "When we were faced with destruction as a nation after Pearl Harbor, fighting the Germans and the Japanese, we decided to end the war by the bombing [of] Hiroshima [and] Nagasaki with nuclear weapons...That was the right decision."

He added: "Give Israel the bombs they need to end the war. They can't afford to lose."

Further drawing a comparison with the bombing of Hiroshima and Nagasaki -- which killed over 2,00,000 people and left many more badly traumatized -- the US Senator said that Israel should do "whatever" it has to survive as a 'Jewish state'.

"Why is it OK for America to drop two nuclear bombs on Hiroshima and Nagasaki to end their existential threat war? Why was it OK for us to do that? I thought it was OK," Graham said.

He added, "So, Israel, do whatever you have to do to survive as a Jewish state. Whatever you have to do."

The Republican Senator also argued that Hamas is to blame for civilian casualties throughout the conflict as it uses the civilians in the strip as 'human shields'.

"I think it's impossible to mitigate civilian deaths in Gaza as long as Hamas uses their own population as human shields. I've never seen in the history of warfare such blatant efforts by an enemy -- Hamas -- to put civilians at risk," Graham said. "The last thing you want to do is reward this behavior."

Recently, President Joe Biden paused the delivery of 3000 heavy bombs to Israel and vowed to hold more offensive weapons if Israeli forces launch a major operation in Rafah, where more than a million Palestinians are sheltering.
